Allen Powell began his career in the cable and communications industry in 1983, gaining experience with companies including GE Cablevision, Futurevision, and TCI Cablevision. In 1993, he founded Pyramid Construction of Virginia, Inc., providing outside plant infrastructure services throughout Virginia.

In 1995, Powell sold his business to S&N Construction, Inc., where he later served as President and Chief Executive Officer through the ownership periods of Wingate Partners (2002–2012) and Sun Capital (2012–2018). In 2018, Powell repurchased the company's construction assets from Sun Capital, working alongside the leadership team to establish the next chapter of S&N.

Under Powell's leadership, the company grew by 300 percent over the following five years. In November 2023, he oversaw S&N's recapitalization through a partnership with Tower Arch Capital, a private equity firm based in Salt Lake City, Utah. This partnership positioned S&N for continued expansion into new markets and opportunities across the infrastructure industry.

Throughout his career, Powell has been recognized for his leadership, industry contributions, and commitment to building lasting relationships. In 2014, he was inducted into the Virginia Cable Telecommunications Association Hall of Fame.

Sean Davis began his career with S&N in 2006 as a field supervisor, entering the industry without prior experience. Through hard work, determination, and a commitment to learning every aspect of the business, he advanced through several leadership positions before being named Chief Executive Officer in early 2023.

Having built his career from the field up, Davis brings firsthand operational experience and a practical understanding of the people, challenges, and opportunities that shape the infrastructure industry. His leadership combines strategic vision, analytical thinking, and a strong commitment to the relationships that have helped establish S&N's reputation.

Davis continues to build upon the foundation established by Allen Powell, guiding S&N through continued growth while maintaining the company's commitment to integrity, safety, quality, and long-term customer partnerships.

He also holds business and contractor licenses on behalf of S&N Infrastructure in West Virginia, Tennessee, and North Carolina, along with a portion of the company's Virginia licensing.

Sidney Tolley began his career in the infrastructure industry with MasTec in 1994 before joining S&N in 2004. Throughout his career, he has demonstrated a strong ability to navigate complex challenges, think strategically, and develop practical solutions that meet the needs of customers and field operations.

In recognition of his leadership and innovative thinking, Tolley received the Wingate Partners Beasley Award in 2006, an honor established in memory of William Beasley III to recognize leadership and excellence.

Since joining S&N, Tolley has held numerous positions of increasing responsibility, building extensive experience in operations, customer relationships, problem-solving, and executive leadership. He was named Chief Operating Officer in early 2023.

As COO, Tolley brings decades of industry experience and a practical, solutions-driven approach to supporting S&N's operations, people, and continued growth.

James Gregory joined S&N in 2015 as Application Development Manager and has since held several leadership positions, including Director of Application Development and Support, Senior Director of IT Services, and Chief Information Officer. In early 2023, he was named Chief Technology Officer.

Before joining S&N, Gregory worked in the public safety sector as an Application Development and Quality Assurance leader for SunGard Public Sector, gaining valuable experience in technology development and operational systems.

Gregory holds degrees in Computer Programming and Network Engineering, along with multiple industry certifications. With more than two decades of hands-on experience in information technology, he brings extensive technical knowledge and leadership experience to S&N.

As Chief Technology Officer, Gregory helps guide the company's technology strategy, supporting the systems, innovation, and infrastructure needed to keep operations connected and moving forward.

Andrew “Drew” Powell began his career in the infrastructure industry in 2011. His entrepreneurial drive, technical knowledge, and commitment to quality led him to establish AAP1, LLC (AAP) in 2015. Under his leadership, AAP grew into one of the largest directional drilling companies in Central Virginia, earning a reputation for dependable service and expertise in challenging underground environments.

In 2018, Powell sold his interests in AAP to the newly formed S&N organization, transitioning into a Project Manager role with S&N while serving on AAP's Board of Directors. His experience managing both internal teams and subcontracted crews helped strengthen the company's underground operations and expand its capabilities.

In February 2026, Powell was named Chief Revenue Officer of S&N Infrastructure while continuing to serve as Vice President of Underground Services. In these roles, he brings together operational experience, industry relationships, and a business development mindset to support the company's continued growth and long-term partnerships.

Travis Haney began his career in the communications infrastructure industry in 1996 as a laborer, gaining firsthand experience in aerial, buried, and underground operations. Through his technical knowledge, strong work ethic, and leadership abilities, he advanced to Crew Foreman in 2003.

Haney played a significant role in the nationwide Verizon Fiber to the Premises (FTTP) initiative beginning in 2010. As a local manager, he coordinated large-scale fiber infrastructure operations, overseeing the placement of approximately 15 miles of buried pathways and 729,000 feet of aerial pathways weekly. Between 2010 and 2012, he directly supervised 22 field supervisors and a workforce exceeding 600 employees.

In fall 2012, Haney was recognized for his commitment to customer relationships, safety, and damage prevention, earning a promotion to Regional Manager.

Throughout his career, Haney has demonstrated the ability to connect technical field expertise with operational leadership. His experience managing complex projects, developing teams, and maintaining high standards of performance has contributed to his advancement to Senior Vice President of Operations.

Today, Haney brings decades of hands-on industry experience to S&N's leadership team, supporting operational performance, workforce development, and the company's continued growth.

Andrew “Andy” Gibson joined S&N in 2015 to lead the company's growing Fiber Services division. His commitment to expanding fiber connectivity, particularly in rural communities, has played an important role in developing S&N's fiber infrastructure capabilities. Under his leadership, the company's services have expanded to include fiber splicing, testing, design, and technical education.

Before joining S&N, Gibson served as Technology Director for Clay County Schools in Hayesville, North Carolina. During his tenure, he contributed to the e-NC Connectivity Initiative for Clay County and the Western North Carolina Education Network, supporting efforts to expand access to technology and connectivity throughout the region.

Passionate about developing the next generation of infrastructure professionals, Gibson serves as a content contributor and instructor for the Fiber Broadband Association's Fiber Technician Training program. He also works closely with regional training cooperatives to support technical education, hands-on instruction, and workforce development opportunities.

Gibson holds a bachelor's degree in Education from Western Carolina University and a master's degree in Education from Morehead State University. He has also completed the Chief Technology Officers Program at the University of North Carolina at Chapel Hill.

Through his technical expertise, industry involvement, and commitment to education, Gibson continues to support the growth of S&N's design and fiber services while helping prepare the next generation of skilled professionals.

Steve Roark brings more than 25 years of experience in underground infrastructure and utility locating, with a career built around field operations, damage prevention, safety, and customer relationships.

Following high school, Roark served in the United States Marine Corps Reserve from 1995 to 2001 while gaining experience in the underground utility industry, including directional drilling. In 1999, he began his career in utility locating as a Locate Technician in Richmond, Virginia, eventually advancing to Director of Operations.

Throughout his career, Roark has developed extensive knowledge of utility locating operations, training, quality control, safety, claims management, and damage prevention. His experience includes working with utility owners and organizations to develop effective operational practices and strengthen damage prevention programs.

Roark has also been actively involved with the Virginia State Corporation Commission (SCC), attending his first meeting in 2002 and serving on the SCC Advisory Committee for more than a decade. His involvement reflects a longstanding commitment to industry standards, regulatory collaboration, and safer underground utility operations.

Known for building strong customer partnerships, Roark has worked with some of the nation's largest utility providers to develop and implement damage prevention programs that emphasize accountability, operational performance, and long-term relationships.

As President of S&N, Roark continues to focus on strengthening utility locating operations, supporting field teams, and delivering dependable service to the customers and communities S&N serves.
